Summary: This Request for Information (RFI) is for market research, information and planning purposes ONLY. This RFI does not in any way constitute a Request for Quote (RFQ) and as such, shall not be construed as a commitment by the Government. The mission of the Department of Labor, Mine Safety and Health Administration (MSHA) is to protect the safety and health of the nation’s miners through the provisions of the Federal Mine Safety and Health Act of 1977, the Miner Act of 2006, and to: – Enforce compliance with mandatory safety and health standards as a means to eliminate fatal accidents; – Reduce the frequency and severity of nonfatal accidents; – Minimize health hazards; and – Promote improved safety and health conditions in the Nation’s mines. A draft copy of the SOW is attached, but the objectives of the requirement are to: – Provide MSHA with the identification of areas within a five state mining area where the mining sector may expand operations under the new Presidential Infrastructure Bill. – Communicate and network with unions, apprenticeship programs, workforce development agencies, colleges and universities about MSHA recruitment and office infrastructure strategy. – Assist with the implementation of re-training and Black Lung health strategies, where needed. – Work with Navajo Nation Tribal Government on health services coordination, coal miner health services, and other federal government services needed for miners, their families and the community.

Supporting Family Economic Well-Being through Home Visiting (HomeEc)

Summary: The purpose of this contract is to advance understanding of how home visiting programs funded by the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) and Tribal MIECHV programs can and do support family economic well-being. This project will accomplish this with an initial knowledge development phase, identification and testing of potential promising strategies, and an exploration of measurement.

National Training and Technical Assistance Center for the USDOJ/OJP/BJA

Summary: This acquisition provides for the continued operation and management of the Bureau of Justice Assistance’s (BJA’s) National Training and Technical Assistance Center (NTTAC). The BJA NTTAC facilitates the delivery of high-quality, strategically focused training and technical assistance (TTA) to achieve safe communities nationwide. BJA NTTAC works to improve the criminal justice system by providing rapid, expert, coordinated, and data-driven TTA to support practitioners in the effort to reduce crime, recidivism, and unnecessary confinement in state, local, and tribal communities. BJA NTTAC provides no-cost training and specialized guidance to the field – also known as technical assistance – both in-person and virtually on a wide variety of criminal justice topics aligned with the mission of BJA. BJA provides leadership and services in grant administration and criminal justice policy development to support local, state, and tribal law enforcement in achieving safer communities. BJA supports programs and initiatives in the areas of law enforcement, justice information sharing, countering terrorism, managing offenders, combating drug crime and abuse, adjudication, advancing tribal justice, crime prevention, protecting vulnerable populations, and capacity building. In the addition, the role of BJA NTTAC is to serve as the “central hub” for information on all TTA services offered by BJA. The coordination of and collection of data for all TTA services will assist BJA’s state, local, and tribal stakeholders; BJA; and its national partners to understand the TTA services that are offered more clearly and comprehensively, reduce unnecessary duplication, and maximize the efficiency and effectiveness of the services that are planned and delivered. BJA NTTAC will support BJA to provide guidance on improving the overall quality of TTA services to ensure BJA is meeting the TTA needs of its customers and supporting the Administration goals. Summary: The Office of Family Assistance (OFA), an operating division of the U.S. Department of Health and Human Services’ Administration for Children and Families (ACF), administers several key federal programs. These include the State and Tribal Temporary Assistance for Needy Families (TANF) programs, the Healthy Marriage and Responsible Fatherhood (HMRF) programs, the Health Profession Opportunity Grant (HPOG) program, and a set of Tribal Programs. OFA’s programs foster economically secure households and communities for the well-being and long-term success of children and families. The Government Seeks to obtain professional support personnel, and consultant personnel, services in support of continuing efforts to ensure the highest quality of work related to grant/contract/project management, acquisition/grant making, dissemination and strategic communication support, and associated activities. The professional support and consultant personnel services will support the continued efforts to ensure the highest quality of work by the Office of Family Assistance related to grant/contract/project management, acquisition/grant making, dissemination and strategic communication support, and associated activities. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
