Transcription Services

Summary: Transcription Services for a Base Year plus Four 12 Month Option Years. A quote is needed for those time frames. There will be 24 meeting per year, Each 2 hours in length and for 30 + Attendees The NIH Clinical Center requires support in the following service area. The contractor will provide meeting summaries for approximately 24 meetings per year of the Medical Executive Committee (MEC) at the NIH Clinical Center. The Contractor shall: 1. Set-up equipment, audiotape, transcribe, write minutes/summaries and deliver the finished product to NIH Clinical Center personnel. 2. Be able to provide service via videoconferencing and teleconferencing if needed. 3. Meet with NIH Clinical Center staff to define product (transcript versus meeting summaries or meeting minutes), format, delivery mechanism, process for inputting edits and revisions to summaries. 4. Meet specific deadlines as determined in advance by NIH Clinical Center staff for the completion of projects. Deadlines will depend on the nature and complexity of the content, as well as the time sensitivity of the material. 5. Demonstrate extensive experience and skill in providing meeting transcripts and an understanding of complex medical terminology in order to provide intelligible and accurate minutes and summaries of meetings. 6. Correctly identify (a) meeting participants, and (b) individuals and organizations named during meeting discussions. 7. Summaries are delivered within 3 business days from the completion of the meeting. The transcribed product will be delivered as an e-mailed electronic file. The Contractor will be provided with copies of previous minutes, which must be used as templates. Meeting location and times will be provided as they become available. Time requirements per month will vary according to meeting schedules. Demonstrated ability to follow plain language guidelines as outlined under “Clear Communications: An NIH Health Literacy Initiative” http://www.nih.gov/clearcommunication/plainlanguage.htm Contract Administration Independently, and not as an agent of the Government, the contractor shall furnish all necessary services, qualified personnel, materials, equipment, and facilities (except as otherwise specified herein) to perform the work set forth in this statement of work. All work produced under this contract shall remain the property of the Government. The contractor shall provide mail and courier service for pickup and delivery of materials when requested to support the work to be performed under the contract. The contractor shall incorporate new media technologies where requested and applicable to support the Presidential directive to “Build a 21st Century Digital Government (see http://www.whitehouse.gov/digitalgov/about). Examples may include use of new technologies such as Smart TV, e-books and others. Confidential Treatment of Sensitive Information The contractor shall guarantee strict confidentiality of the information/data that is provided by the Government during the performance of this contract. The Government has determined that the information/data that the contractor will be provided during the performance of the contract is of a sensitive nature. Disclosure of the information/data, in whole or in part, by the contractor can only be made after the contractor receives prior written approval from the Contract Officer. Whenever the contractor is uncertain with regard to the proper handling of information/data under the contract, the contractor shall obtain a written determination from the Contract Officer. Inspection and Acceptance Requirements Work will be accepted only if it meets requirements and timelines established in this contract. Subject matter expert will review documents before final distribution. If errors are found on more than three documents a month, this contract may be terminated. General quality measures, as set forth below, will be applied to each work product received from the contractor under this statement of work. Accuracy: Work Products shall be accurate in presentation, technical content, and adherence to accepted elements of style. Clarity: Work Products shall be clear, concise, and relevant. Consistency to Requirements: All work products must satisfy the requirements of this SOW. File Editing: All text and diagrammatic files shall be editable by the Government. Format: Work Products shall be submitted in hard copy (where applicable) and in media mutually agreed upon prior to submission. Hard copy formats shall follow any specified instructions. Timeliness: Work Products shall be submitted on or before the due date specified in this SOW or submitted in accordance with a later scheduled date determined by the Government. The government will review, for completeness, preliminary or draft documentation that Contractor submits, and may return it to Contractor for correction. Absence of any comments by the Contract Officer Representative (COR) will not relieve Contractor of the responsibility for complying with the requirements of this work statement. Contractor shall not construe any letter of acknowledgment of receipt material as a waiver of review, or as an acknowledgment that the material is in conformance with this work statement. Any approval given during preparation of the documentation, or approval for shipment shall not guarantee the final acceptance of the completed documentation. The contractor will: – Provide a list of all products produced, time spent on each product itemized by charges for completion. Receipt is required on the last business day of each month under this contact. – Receive and return work products in the manner specified in this contract. – Produce materials according to timelines established in this contract. Staffing Requirements This is a non-personal service contract; personnel performing work under this contract, onsite at the CC or offsite at the discretion of the contractor, remain your employees and are not employees of the Government. Contract staff are expected to work off-site at the contractor’s facility, however, the contractor during the meeting needs to be on-site at the meeting. The contractor shall make every effort to ensure that personnel will remain assigned to a task until its completion. In addition, contractor should strive to recruit and maintain staff with particular skill sets applicable to performing in a scientific, technical, and research environment. Project Management The contractor shall designate an experienced working project manager and an alternate. Both shall be considered key personnel. Either shall always be accessible during normal work hours ( 8:30 to 5:00 P.M. ) to supervise contractor personnel, to plan and implement work schedules, to train personnel, and to be available to the Government Project Officer. Both should have at least 7 years’ experience in managing projects similar in size and scope of the work described in the SOW. The project manager should maintain regular communication with the PO by email or telephone. The project manager shall meet with the PO at least monthly to discuss ongoing and upcoming tasks. The contractor shall provide meeting notes to the PO within 5 business days of the meeting. The Government reserves the right to judge the technical skill and competence of the individual contract staff and to require the individual’s replacement if the individual’s qualifications or performance are judged deficient at any time, with written notification. Digital Government Section 508 Compliance Requirements All products and deliverables associated with the tasks described within this Statement of Work that are intended for distribution via the Internet or has the potential for access through the Internet must be compliant with requirements specified in Section 508 of the Federal Rehabilitation Act, as amended in 1998. This Act addresses any/all electronic and information technology (EIT). As such, those procured through this effort must meet the applicable accessibility standards at 36 CFR 1194. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.section508.gov. TTA for Detection & Mitigation of COVID-19 in Confinement Facilities

Summary: This Request for Information (RFI) is the initiation of market research under Federal Acquisition Regulation (FAR) Part 10. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This announcement does not constitute an Invitation for Bids (IFB), Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses to this notice may not be accepted as offers. The Government anticipates the applicable North American Industry Classification System (NAICS) code assigned to these services to be 541611 Administrative Management and General Management Consulting Services. The anticipated contract type is Time & Material. The anticipated period of performance is a base period of 12-months, commencing February 3, 2022, and two 12-month option periods. Contractors should ensure that they are properly registered in the Government System for Award Management at SAM.gov. The Centers for Disease Control and Prevention (CDC), in partnership with the Department of Justice, is providing funding to the Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases (ELC) recipients to detect and respond to COVID-19 in confinement facilities within their jurisdictions. A total of $700,000,000, made available through the American Rescue Plan Act of 2021, P.L. 117-2, under the Detection & Mitigation of COVID-19 in Confinement Facilities, will be awarded to the current 64 ELC recipients according to a formula based on percent of the total population in custody. (The 64 ELC recipients include the public health authorities in the states, territories, District of Columbia, and the eight local jurisdictions with the largest populations.) The term ‘confinement facilities’ includes adult prisons and jails, juvenile confinement facilities, police lock-ups, and community confinement facilities as defined by 28 CFR 115.5. ELC state recipients must support units of local government within their jurisdiction to reach the fullest complement of all confinement facilities in the state. According to the March 2021 Department of Justice (DOJ) Office of Justice Programs (OJP) Bureau of Justice Statistics Special Report, Impact of COVID-19 on the Local Jail Population, January-June 2020, “from March to June 2020, jails conducted 215,360 inmate COVID-19 tests. More than 11% of these tests were positive. Jails in counties with confirmed residential COVID-19 infection rates of 1% or more tested nearly 21% of persons admitted to their jails from March to June 2020.” In addition, The Marshall Project: COVID Cases in Prisons found that, “by mid-December [2020], one in five state and federal prisoners in the United States had tested positive for the coronavirus — a rate more than four times higher than the general population.” Additionally, COVID-19 infections in confinement facility staff have significantly hampered operations of the facilities and services to residents/detainees/inmates. Finally, as states begin to reopen their facilities for visitors and service/care providers, mitigation of new transmission of COVID-19 must be addressed. The objective of this contract is for the vendor to provide training and technical assistance (TTA) to the ELC recipients and their jurisdictional corrections authorities regarding implementation of public health COVID-19 detection and mitigation efforts within confinement facilities. This TTA will focus primarily on helping the health departments connect with their corrections counterparts to implement COVID-19 detection and mitigation strategies in the unique confinement facility setting and consistent with criminal justice standards and practices.

Database Services for Fungal Collection

Summary: Statement of Work Scope The United States Department of Agriculture (USDA) Agriculture Research Service (ARS) Administrative and Financial Services (AFM) Information Technology Services Division (ITSD) requires contractor assistance to modernize and upgrade the U.S. National Fungus Collections Fungal Databases website and associated databases for NEA/BARC/MNGDBL. Tasks The contractor will perform the following tasks as a part of this engagement: – Develop/upgrade existing public facing website with required USDA security and style elements. – Identify critical search functions and purge system of all non-secure, non-critical content. – Purge existing, supporting databases of all non-required tables. – Ensure external users maintain existing levels of access and enhanced searching and data download methods. – Finalize data entry modules, nomenclature, fungus host, literature – Develop specimen data upload and specimen loan forms and tracking methods. Deliverables Public website to search USDA Fungal Databases for plant-associated fungus data with required database modifications and specimen tracking – 30 days prior to end of period of performance Coordination of Work The contractor shall perform all work described in this Statement of Work in accordance with all applicable Federal, State, and local laws, regulations, codes, technical specifications, manufacturers guidelines, USDA, REE, and the ARS mission. Facility Security Requirements All contractor personnel who work at USDA must have approval for facility access. Prior to work starting, the contractor must supply the names of those employees selected to perform the work. Due to security requirements, pre-notification of all visitors to the USDA George Carver Center GWCC) facility is required. Anyone requiring access must the OCIO prior to arrival to this location. Government Supplied Resources The government shall provide workspace, computer, and telephone access to the contractor. Government furnished resources can be obtained between the hours of 6:00 a.m. to 9:00 p.m. Monday through Friday. Software License Line-Item Data In accordance with Office of Management and Budget Memorandum M-16-12, Category Management Policy 16-1: Improving the Acquisition and Management of Information Technology: Software Licensing, USDA must maintain an inventory of its software licenses, including pricing data. The contractor shall provide line-item pricing data on all software licenses provided to USDA at award and/or during performance of the contract/order. The attachment entitled “Software Template Line-Item Pricing” must be completed and provided to the Contracting Officer’s Representative within 10 days of award, or within 10 days of activation for licenses provided after the award date. Information Sensitivity The contractor shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 52a and applicable agency rules and regulations. The Contractor Program Manager shall ensure that all contract personnel take the required USDA Privacy training. Section 508 Accessibility of Information and Communications Technology (a) This SOW/PWS is subject to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) as amended by the Workforce Investment Act of 1998 (P.L. 105-220). Specifically, subsection 508(a)(1) requires that when the Federal Government procures Information and Communications Technology (ICT)1, the ICT must allow Federal employees and members of the public with disabilities comparable access to and use of information and data provided to Federal employees and members of the public without disabilities. (b) The ICT accessibility standards as 36 CFR Part 1194 were developed by the Architectural and Transportation Barriers Compliance Board (also known as the Access Board) and apply to contracts, task orders, and indefinite quantity contracts on or after June 25, 2001. (c) Each Information and Communications Technology (ICT) product or service furnished under this contract shall comply with the Information and Communications Technology Accessibility Standards (36 CFR 1194), as specified in the contract, at a minimum. If the Contracting Officer determines any furnished product or service is not in compliance with the contract, the Contracting Officer will promptly inform the Contractor in writing. The Contractor shall, without charge to the Government, repair or replace the non-compliant products or services within a period of time specified by the Government in writing. If such repair or replacement is not completed within the time specified, the Government shall have the following recourses: 1) Cancellation of the contract, delivery, or task order, purchase, or line item without termination liabilities; or 2) In the case of custom Information and Communications Technology (ICT) being developed by a contractor for the Government, the Government shall have the right to have any necessary changes made or repairs performed by itself or by another firm for the non-compliant ICT, with the contractor liable for reimbursement to the Government for any expenses incurred thereby. (d) The contractor must ensure that all ICT products and services that are less than fully compliant with the accessibility standards are provided pursuant to extensive market research and are the most current compliant products or services available to satisfy the contract requirements. (e) For every ICT product or service accepted under this contract by the Government that does not comply with 36 CFR 1194, the contractor shall, at the discretion of the Government, make every effort to replace or upgrade it with a compliant equivalent product or service, if commercially available and cost neutral, on either a contract specified refresh cycle for the product or service, or on a contract effective option/renewal date, whichever shall occur first.
