Summary: The United States Department of Agriculture (USDA) Food and Nutrition Service (FNS) The Contractor shall conduct a study that will describe the nine selected States’ approaches to developing, implementing, and monitoring CAPs, and examine the challenges and barriers that State agencies face in the process. The study will focus on CAPs relating to payment accuracy deficiencies, specifically those resulting from: a PER of 6 percent or greater, a CAPER above the national average, or having 5 percent or more of the State’s QC caseload completion rate coded as incomplete. In addition, the study shall identify effective strategies and best practices for developing and implementing CAPs and recommendations for FNS to use in developing guidance and providing technical assistance to States. The Contractor shall develop and administer a comprehensive web-based survey to collect detailed information on the nine States’ CAP processes and experiences to address the study objectives and research questions. As needed, the Contractor shall also plan and conduct follow-up interviews with States after they have completed their surveys to clarify their responses. In addition, the Contractor shall collect extant information from FNS, the nine State agencies, and other sources (as appropriate) to produce a complete and comprehensive view of the process study States use for developing, implementing, and monitoring payment accuracy CAPS and to identify effective strategies and best practices. To frame the identification of effective strategies and best practices, the Contractor shall propose research to gather information on practices found to be successful in SNAP and other public programs similar to SNAP. This research shall include interviews with subject matter experts (SMEs) in FNS and other Federal agencies, literature review, and other appropriate methods and sources. The Contractor shall provide an updated study plan, develop data collection instruments and procedures, collect and analyze data, develop case studies for each participating State, and synthesize the results in the final report.
