Acquisition Liaison and Consulting Services

Summary: This is a brief description a full description will be available upon release of the RFQ. Provide capability statements only. This contract shall provide NIDA with a liaison between the acquisition activity and its Institute customers in support of the mission to provide high customer service and timely, high quality acquisitions. The NIDA COAC customers need assistance in the acquisition planning and development of acquisition request packages. The packages that have been received by the NIDA COAC are frequently not ready for action, and a great deal of time is spent working with the customers to help them define their packages. The services of a consultant are also required to: assist the OA Management Team in tracking office workload and resolving any bottlenecks in the acquisition process to ensure better customer service; provide training and consulting services to customers and OA Staff on various Non-Research and Development Acquisition topics; review OA Non-Research and Development Contracts and Purchase Orders for quality and adequacy of documentation and based on the reviews; make recommendations to the OA Management Team on possible training topics, SOPs, PGIs, etc. Services are also required to assist in the implementation and provide recommendations for improvement of procurement process, including improvements related to content, overall training and communication to improve the quality and efficiency of the procurement process, and, assist the OA policy office by consulting and providing office policy recommendations, assisting in expiring lines and contract closeout activities, and other required duties to support an acquisitions office.

BARDA COVID-19 Support SME’s

Summary: Recruitment and retention services for Scientific Subject Matter Expertise (SMEs), in support of the Biomedical Advanced Research and Development Authority (BARDA), to support ongoing COVID-19 medical countermeasure development within the office of the Assistant Secretary for Preparedness and Response (ASPR) at the U.S. Department of Health and Human Services (HHS). Indicated PoP is anticipated based upon receipt of offers and completion of TEP evaluations and award recommendation. Intended award encompasses a base plus one option year. Per recent similar solicitation, the scope of the intended award, and in accordance with small business set-aside requirements established under FAR Subpart 19.5 this solicitation is open to all business concerns. Notwithstanding, the Government preference is to award to a small business. An award to other than small business concern will require a small business plan in accordance with the Federal Acquisition Regulation (FAR) 19.708(a) and FAR clause 52.219-9. Offers will be considered from all responsible Offerors. Please see attached Solicitation/SOW for specifications regarding this concern and evaluation factors.
